Please let me know, if my understanding is correct.
You are looking for solution to set the sim cards to Factory Test status via portal before the deployment/shipment to your clients. When your clients receive these devices (sim cards), once factory test limit is reached, the sim cards are automatically activated without requiring manual activation from your side.
Let me know if my understanding is correct of your requirements.
At the moment, this is already possible via APIs where you can set the sim status for all the sim cards in issued status to Factory Test before the shipment.
I would also be very grateful if there was a possibility to set up a call with you to quickly discuss on Factory Test feature improvements.
